Transforming highways with an intelligent tolling system
National Toll Payment Services (NTPS) in Hungary relies on Axis cameras and Asura Technologies’ video analytics solutions to identify and categorize vehicles on the country’s toll road network. This intelligent highway tolling system enhances resource utilization, safety, and investment planning, while indirectly contributing to increased toll revenues and supporting Hungary’s economic development.
From a distance-based toll system to an intelligent
As a large state-owned enterprise of strategic importance for the national economy, NTPS contributes to the development of Hungarian transport system and the country's economic performance with innovative solutions.
In 2013, it became one of the first in Europe to introduce an electronic, distance-based toll system (DTS) on a dedicated section of the Hungarian public road network – motorways, highways and main roads – which now covers more than 7,000 kilometers. The introduction of the e-vignette and e-toll system was a major step forward, using some of the most advanced technology in toll monitoring of its time in Hungary.
However, with technology changing rapidly, after eleven years the toll monitoring system had reached the limits of its upgradeability, and its life cycle was coming to an end.
The system deployed in 2013 used a variety of roadside sensing technologies, including radar and laser, alongside network cameras to capture vehicle images and generate the data packets required for toll processing. While this reflected best-practice technology at the time, the multi-component architecture increased operational complexity and made maintenance and future development costly and difficult to scale.
"For example, the laser scanners had to be recalibrated after cleaning, which required significantly more manual work," says István Veres, Director of Toll Monitoring at NTPS. "Moreover, in eleven years, traffic and the toll road network have grown, and the functionality required for toll monitoring has changed significantly. The technical and development constraints of the 2013 system and the need for more accurate monitoring of vehicles on the road network and more efficient data processing required the introduction of a new, modern technology."
Partnership for an AI toll system
NTPS decided to completely modernize its existing system and, as a result of a public tender, entrusted the team of Asura Technologies with the task.
The Budapest-based company – also a Gold Partner and a Technology Integration Partner of Axis Communications – won the contract with its high-tech modular platform and global references, enabling it to quickly meet specific customer needs.
Asura delivered all elements of the state-of-the-art toll monitoring system based on artificial intelligence (AI) capabilities. This included the central system as well as the endpoint hardware and software. Their scope covered architecture design, infrastructure installation, testing, and establishing system connections.
The implementation of an intelligent tolling system
The installation consists of more than 1,250 network cameras along the designated sections of the Hungarian toll road network exceeding 7,000 kilometers.
License plate recognition (LPR)
To ensure accurate license-plate recognition (LPR), AXIS Q1700 Bullet Camera Series, was deployed. Designed to capture license plates with exceptional clarity and sharpness it delivers clear high-definition (Full HD) images day and night, regardless of driving speed.
Outdoor-ready box cameras
The cutting-edge models of AXIS Q16 Box Camera Series capture exceptional image quality at 4 MP resolution, even in low light conditions, to ensure accurate categorization of longer vehicle combinations, up to over 40 tones.
PTZ cameras with quick-zoom and laser focus
The infrastructure also includes AXIS Q63 PTZ Cameras Series for day and night surveillance with laser focus, quick-zoom, object detection and tracking. Axis cameras are also installed on vehicles used as mobile checkpoints. In addition to the hardware, an AXIS Camera Application Platform (ACAP) software application, developed by Asura, runs on the cameras to perform the required analytics.
"The outstanding image quality video stream from the Axis cameras is analyzed by the unique categorization capabilities of our ARU Automatic License Plate Recognition (ALPR) and video analytics platform, that works in harmony with the hardware," says Balázs Zirklewski, CCO of Asura Technologies. "For efficient and effective toll monitoring, data packets are generated uniformly by Axis hardware and our software, which reduces system complexity and minimizes the risk of misidentification."
Quality data for accurate control of toll charging
Deployed on time, with less than a year's lead time, the Axis–Asura system handles 2 million events a day.
The solution continuously monitors data streams from three cameras per lane – one top and one side, front/rear/categorizing. It uses AI capabilities to reliably analyze the data, even at high traffic density, to identify vehicles with greater than 98 percent accuracy. This includes license plate recognition, vehicle classification, and categorization.
The latter, the accurate recognition of the axis number from the camera image, is a unique capability of the Asura platform. The quality data packets allow accurate monitoring of vehicles of different types and weights, cars and lorries according to their different charging entitlements and obligations.
Outstanding image quality is a prerequisite for cutting-edge video analytics performance, and only Axis cameras deliver it consistently, regardless of vehicle speed.
AI and images quality improves traffic management
Thanks to the excellent image quality of the high-resolution Axis cameras and the unique AI capabilities of the ARU video analytics platform, NTPS' system works reliably even in the event of changes in traffic density and vehicle speed, and congestion, which do not affect the accuracy of the results.
Vehicle lane changes, low or high speeds, irregular traffic, use of stopping lanes have no impact at all on the results, as the new system identifies and categorizes vehicles based on continuous video streams.
In addition to meeting the requirements specified in the call for proposals, Asura's video analytics platform has also provided the system with advanced search and analysis capabilities that were not previously available.
