A tailored security system for a smarter complex
With more than 440 cameras and integrated network audio, Distrito Capitalinas has achieved 98% facility coverage while reducing cabling infrastructure costs by 75% and operating costs by 40%, transforming into a smarter and safer complex.
Smart security for a modern complex
Distrito Capitalinas is a modern complex in Córdoba, Argentina, featuring a 35-story tower—the tallest in the city—alongside a convention center and two office blocks totaling more than 130 offices.
Since 2009, the complex has relied on Axis IP solutions for security, starting with around 100 devices and scaling up to over 440 network video cameras with analytics.
They also leverage more than 70 IP ceiling and horn speakers and access control devices. The systems are managed through CamScope, a video management software (VMS) developed by Axis integration partner Building Networks.
Scalable technology - long-term efficiency
Over the past 15 years, Distrito Capitalinas has invested strategically in technology to ensure operational, financial, and organizational efficiency. The security plan aimed to eliminate blind spots and reduce reliance on on-site personnel.
Today, with integrated Axis network cameras and audio solutions, the same coverage is achieved with far fewer staff.
“Previously, a security guard was needed at each entrance; now, two professionals suffice - one monitoring cameras and one patrolling,” explains Superintendent Leonardo Socolovsky from Administración Colomer at Distrito Capitalinas.
Network speakers also allow remote interaction, creating a more proactive and responsive security environment.
The technology solution delivers a strong return on investment (ROI), enabling 98% coverage within budget. Héctor Abdala, executive manager of Building Networks, designed the system using AXIS M10 and M11 Box Camera Series, AXIS M20 Bullet Camera Series, and AXIS M30 Dome Camera Series devices.
He also highlights that the solution covers 35 floors without blind spots, using 25% of the planned network ports thanks to the F-series modular cameras. The main units simplify and reduce network cabling and port costs.
Enhancing emergency response with full visibility
Another advantage of the technology solution is the comprehensive camera coverage, which is invaluable during annual fire drills. Previously, only the start and meeting points were monitored, but now cameras provide full visibility.
"Images and video footage help identify improvements in emergency response, and we’ve shared this experience with the Córdoba Fire Department," says Socolovsky.
The entire evacuation route and behavior of people is recorded, and the footage is used to improve emergency training. The team analyzes the evacuation flow, including how, where, and when people access the stairwell. Floor by floor, information is gathered to identify improvements.
“Thanks to the video footage we were able to detect and resolve several mistakes made during the training,” according to Socolovsky. The audio system is also integrated into the fire system, playing music when not in use for emergencies or drills.
The experience in Distrito Capitalinas demonstrates that security systems must be tailored to user needs with flexibility. A one-size-fits-all solution isn't sufficient; integrating alerts, audio, and cameras is crucial for supporting decisions and fostering continuous improvements. This approach maximizes technology's potential, extending beyond immediate security needs.
Smarter monitoring for safer parking lots
In Distrito Capitalinas, user safety is a priority. An array of Axis bullet, box, and dome cameras deployed in parking lots overcome lighting challenges, providing images and analysis for process improvement and error prevention.
"We use reverse traffic detection to automatically identify vehicles moving in the wrong direction, notifying residents with video evidence," explains Socolovsky.
Violations and alarms are systematically stored and accessible via the CamScope VMS. The long-term benefits of these solutions are measurable.
Héctor Abdala estimates that integrating cameras and audio devices reduced man-hours by 30–40%, enhancing vandalism prevention and access control.
With more than 440 cameras, operations are guided by movement flow charts and schedules, ensuring precise alerts and optimal system performance.
"Focusing on the right cameras and timings is crucial; otherwise, the system loses efficiency," he notes.
Future investments in elevator safety and analytics
Future investment plans for Distrito Capitalinas include the installation of AXIS P91 Dome Cameras Series and horn speakers in elevators to enable real-time communication during unexpected stops, helping prevent panic and provide immediate information.
Additionally, analytics such as people counting and occupancy monitoring will deliver actionable insights to optimize elevator usage and reduce maintenance costs.
“For example, we learned that the first two elevators make around 100 trips per day, while others are used far less. This helps us prioritize maintenance and improve overall operations,” explains Socolovsky.
The example of Distrito Capitalinas shows that a flexible, scalable security solution is essential. Today's needs differ from those ten years ago, and the solution must adapt without requiring complete replacement.
