María del Triunfo in Lima, Peru, upgraded its security with network cameras, speakers, and license plate recognition (LPR) technology by Axis. These technologies have improved the quality of life, enhanced public safety, and reduced crime.


Smart security and public address for safer living

In 2024, the district of Villa María del Triunfo in Lima, Peru, invested in technology to tackle crime and improve the quality of life for its inhabitants. Inspired by work in its neighboring city, Villa El Salvador, the district installed 650 state-of-the-art Axis network cameras and 300 horn speakers in seven strategic locations. This system features:


"We live with constant insecurity, both locally and nationally. The reason why we installed Axis cameras in key areas and main avenues is to provide monitoring 24 hours a day. Since their implementation, we’ve seen positive results and are preparing to double the number of cameras," says Manuel Ramírez Ortiz, Manager of Citizen and Road Safety of Villa María del Triunfo.

Partnership built on trust

The district’s strict innovation and technology requirements led to a public tender process. Tactical IT, an Axis integration partner for over a decade, was selected to lead the project, overseeing delivery and implementation until full operation. 

Along with Axis products, they chose Milestone Systems video management software to control the system. "Villa María’s efforts have already resulted in crime reduction. It’s a large district with many challenges but a clear vision for leveraging technology."

Tactical IT selected AXIS Q16 Box Cameras, AXIS Q18 Bullet Cameras, and AXIS Q60 PTZ Cameras (pan-tilt-zoom) to provide the coverage and image quality needed for the project. Ultimately, 600 cameras were strategically placed in seven areas: José Carlos Mariátegui, Cercado, Inca Pachacútec, Nueva Esperanza, Tablada de Lurín, José Gálvez, and Nuevo Milenio.

An additional 350 cameras with license plate recognition (LPR) and 20 cameras with facial recognition analytics were paired with 300 network horn speakers and deployed around sensitive, densely populated areas, such as schools, markets, and bus stops. 

Audio and video systems play a critical role in both reactive and proactive security according to Commander Ramírez. He says they help maintain public spaces and influence citizen behavior.

Intelligent surveillance that changes lives

Education

"In the mornings, we ensure students safe arrival at schools and help prevent truancy. In one instance, three students stayed by the door and then walked away after everyone else entered. Authorities intervened, returning the students to the school and notifying the principal and parents.

Similarly, in parks, if someone damages property or misuses an area, the cameras capture it, and the horn speakers alert them that they are being recorded. This fosters cultural and behavioral change," he says.

Law Enforcement

The camera footage also aids police in serious cases. Within months of deployment, the cameras identified the license plate of a car involved in a fatal accident. These images provide irrefutable evidence that cannot be manipulated or hidden, notes Commander Ramírez. Additionally, he says audio and video systems support the municipality during public events such as football celebrations and urban cleaning. Horn speakers warn citizens against littering in public or restricted areas.

Accuracy and image quality that build confidence

To maximize the effectiveness of a video surveillance project, it’s crucial to ensure high-quality audio and video even at night.  Villa María del Triunfo has achieved this using Axis cutting-edge technology which combines both IR and Lightfinder functionality to optimize for low-light conditions.

"Importantly, Villa María del Triunfo now has cameras integrated with license plate analytics. This positions the district as a technology leader within Peru," says Jorge Alvarado.  

For Commander Ramirez, quality has been the project’s cornerstone: "I truly rely on the quality of our cameras. They have delivered excellent results, providing timely and effective information to the police for their investigations. High-resolution, sharp image captures, ensure reliable data for optimal outcomes. This success motivates us to continue recommending this technology."

Growing into the future

The investment in Villa María del Triunfo’s video surveillance system demonstrates that public safety and technology go hand in hand. The positive results have moved the city council to announce the project’s expansion. 

In the next phase, more than 1000 cameras will be installed bringing the total to 1650 units. "Our experience shows that this technology is crucial for enhancing citizen security. It would be beneficial for other jurisdictions to adopt similar technologies to achieve nationwide results for our citizens," concludes Commander Ramírez.
