From video surveillance to smart port intelligence

As one of the primary logistics hubs in the Western Mediterranean, the Port de Barcelona has modernized its security infrastructure with over 540 Axis Communications cameras. These devices have been transformed into strategic data sensors providing business intelligence for security, operations, port police, and the management of visitors and events.
Growing without limitations
The Port de Barcelona has been evolving into a "smart port" for years. Spanning 1,200 hectares with 14 kilometers of waterfront and a business zone hosting over 150 companies, the port manages an immensely complex environment—from high-density container terminals to public areas frequented by millions of cruise tourists annually. Ensuring the safety of this entire ecosystem while optimizing operations requires top-tier technology.
Upon joining the port approximately a decade ago, Dídac Höflich, ICT Infrastructure Project Manager at the Port de Barcelona, found a video surveillance system based on proprietary technology that limited integration and growth. Many cameras were still analog and operated on closed software.
“The previous infrastructure was closed to new technologies and relied exclusively on a single vendor, which prevented us from integrating systems from multiple manufacturers and adapting to our growing operational needs,” notes Höflich. The expansion of the premises, the addition of new terminals, and the hosting of major international events—such as the Sailing America's Cup—made maintaining a closed architecture unsustainable.
Native Integration
To address this, the Port Authority adopted the Genetec Security Center through a public tender, unifying video surveillance, access control, intrusion detection, intercoms, and IoT into a single operational interface. The decision to choose Axis Communications as the primary device provider was a natural fit: Axis cameras offer native integration with Genetec—an Axis technology partner—and other providers, eliminating the need for custom development and drastically reducing deployment times. The Port experienced this firsthand when incorporating body-worn cameras for the Port Police; the devices became operational in the central system as soon as they were registered.

All Axis cameras are natively integrable, which gives us tremendous power. Previously, an operator had three or four workstations, each with its own system. Now, they use a single platform where we integrate everything, relying on that transparent scalability
Scalability across multiple operational areas
The deployment began with a pilot migration using virtual servers to validate the integration of cameras and software. The success of the trial led to a massive rollout: in a short time, the port grew from its original 180 cameras to over 540 active devices, with a roadmap to exceed 800 units within the next two years.
The unique nature of the Port de Barcelona—essentially several ports in one—defined the deployment strategy. From the public areas of Moll de la Barceloneta to container terminals, cruise piers, sensitive zones, and new railway accesses (including a six-kilometer fenced perimeter), every environment requires specific analysis and the appropriate Axis models.
The America's Cup Milestone
One of the most significant milestones was the Barcelona 2024 Sailing America's Cup. Axis's crisp 360-degree panoramic cameras proved their versatility in managing crowds in high-traffic areas using the people-counting functionality included in the latest Axis firmware, requiring no additional hardware.
Security, Operations and Artificial Intelligence
The deployed architecture goes far beyond conventional security. Axis devices act as multi-function sensors generating data for various departments, from Operations and Port Police to Industrial Security and Infrastructure Maintenance teams.
Key use cases currently in production or development include:
- Crowd Control and Congestion Detection: People counting in public areas to optimize mobility and manage visitor flow in real-time.
- Privacy and Regulatory Compliance: Implementation of Axis Privacy Shield for automatic facial anonymization, ensuring the protection of citizen identity and compliance with the regulations of the Video Surveillance Commission of the Generalitat de Catalunya.
- Land Traffic Operational Management: Detection of truck queues at terminals and activation of management protocols to maintain the fluidity of goods transport.
- AI-powered Vessel Classification: Axis video streams are shared with a technology partner to detect and classify vessels, read nautical registration numbers, and alert authorities to unauthorized ships.
- Pier Optimization: An ongoing project to measure distances between ships to optimize the occupancy of the energy pier by precisely measuring the free space between vessels.
- Forensic Investigation and Video Digital Footprint: A critical function for the Port Police that ensures the integrity of recordings against the risk of image manipulation, guaranteeing that evidence is unalterable and admissible in court.
- Occupational Safety with PPE Detection: Analytics to verify the use of helmets and other protective equipment among operators, supporting workplace risk prevention.
- Cybersecurity and Regulations: Storage on local servers to comply with the National Security Framework (ENS).
Results: operational simplification and cross-functional value
Centralizing all systems into a single platform has radically simplified the operators' workflow and reduced incident response times. Axis's Edge AI approach—processing analytics directly on the camera—reduces network bandwidth load, eliminates the need for dedicated servers, and allows the sharing of metadata only with departments that do not have image access, respecting privacy and the chain of custody.
The return on investment (ROI) is measured both qualitatively and quantitatively: reduced management time, greater site coverage, real-time response capability, and data availability for multiple departments from a single installation. Additionally, the longevity of Axis products—the port still has operational cameras from over 10 years ago—facilitates long-term investment amortization.
With a single camera, we serve several departments and provide them with metadata that allows them to make decisions without needing to access the images. The ROI is multiplied because a small investment covers various organizational needs.
The Mediterranean's Smart Port future
The Port de Barcelona has ambitious plans for the coming years. The physical expansion of the port, involving significant investment in new facilities and territory, will push the number of Axis cameras beyond the projected 800. New applied AI projects, automatic license plate recognition (ALPR), aerial and aquatic drones, and the integration of IoT sensors will complete the ecosystem of a port aspiring to be a global benchmark in intelligent management.
Höflich’s recommendation to other ports facing similar projects is clear: do not limit the vision to security; instead, look for manufacturers whose technology provides business value and plan the infrastructure with a ten-to-fifteen-year horizon. “We want to be a reference smart port, so we will continue to rely on data and intelligence. In this context, Axis cameras have evolved from being the eyes of security to the brain of the business.”
