Mobile technology strengthens public safety in Amapá

Equipped with Axis network video technology, Amapá’s Integrated Mobile Command and Control Center (CICCM) expanded the operational capacity of security, supported operations, and helped reduce incidents at large-scale events.

Located in the Brazilian Amazon, the state of Amapá faces numerous challenges in managing public safety, including vast territorial distances, expanding urban areas, and hosting large-scale public events. In this context, the State Department of Justice and Public Security implemented the Integrated Mobile Command and Control Center (CICCM), a structure capable of bringing monitoring, intelligence, and strategic coordination directly to zones of operation.

Managing public events with mobile technology

The CICCM arrived in Amapá to reinforce public safety for the state government’s New Year’s Eve event. Recognized as the largest New Year’s celebration in the Amazon region, the event gathered thousands of people and featured more than 50 attractions, all monitored in real time with the support of the mobile unit. The operation was successful, leading to a drug arrest and concluding without any serious incidents. According to Governor Clécio Luís the event represented a major advancement in security protocol. “The CICCM represents a technological leap for public security in Amapá, integrating security forces and technology to enhance our response capacity and better protect the population,” says Luís.

The deployment of the mobile unit had a significant impact on our operational capacity, enabling optimized decision-making directly at the event location. In addition, the embedded technology represented a major leap forward for operations, from camera quality to more intelligent video analytics platforms.

Later, during Carnival, the CICCM acted as the center of the operations, combining Axis thermal cameras and AI-powered analytics to monitor every perimeter. The result was a significant decrease in crime rates compared to the previous year. According to CICCM statistics, during the Carnival event, there were no serious incidents, and the total number of records dropped from 82 to 47 in a year—representing a reduction of nearly 50%. Theft and robbery cases also decreased considerably, reinforcing the effectiveness of monitoring and team coordination.

Mobile command center optimizes safety

The CICCM serves as a sophisticated hub that integrates cutting-edge hardware and software to streamline field operations and inter-agency collaboration. By leveraging high-performance surveillance technology and intelligent data processing, these mobile units provide security forces with unprecedented situational awareness and rapid response capabilities.

Mobile vehicle operations

In practice, the CICCM operates as a command platform. The solution is installed in a vehicle equipped with advanced video surveillance systems, image analysis solutions, and integrated communication capabilities. This structure generates intelligent alerts and identifies suspicious license plates, dramatically expanding support capacity for security forces through highly accurate data management. It  allows different public safety agencies, including military police, civil police, fire departments, penal police, forensic police, and other intelligence teams, to operate in a coordinated manner within the same operational environment. These agencies can monitor incidents in real time, share strategic information, and support decision-making directly on-site—whether at large events, police operations, or community initiatives.

Video management for mobile units

The CICCM uses Axis Camera Station Pro as their video management system for real-time monitoring and analysis of operational areas. Using the intelligent search features provided in the system, such as free-text and metadata search, CICCM was able to drastically reduce the time of investigating specific incidents to seconds. Complementing the forensic search capabilities, the unit incorporates facial recognition and AXIS Perimeter Defender, an edge-based analytic that detects people and vehicles intruding on property. 

Equipping mobile units

The combination of fixed and mobile Axis cameras offer extensive  coverage of large areas, providing detailed zoom capabilities and -  surveillance even in low-light conditions. When installed on a 15-meter telescopic mast, the equipment further enhances incident monitoring by expanding the field of view and seamlessly integrating with aerial drone footage.

Mobile video: scalable surveillance for efficiency

Captain Edvar Campos Isacksson Jr. explains that before the mobile unit, they relied on infrastructure provided by event organizers which were often inadequate for the department’s needs. With the new resource, they now have their own command and technology environment, increasing operational efficiency.

According to the coordinator, the successful experience opens the door for new projects and operational growth. Plans are already in place to expand the fleet of mobile units, enabling support for ongoing community actions, major events, and social programs. This will help strengthen public security presence and technological integration throughout the state of Amapá.

“In the future, the mobile unit will be deployed during elections to ensure security, and there are already plans for its use in communities, such as assisting with document issuance,” he concludes.
