cris-dist for Debian

This is a collection of all the compilation tools necessary to compile
an ANSI C program, (except hardware drivers and initialization
routines) for the CRIS architecture (ETRAX chips).

This package does _not_ follow the Debian packaging policy, and installs
under /usr/local. And yes, lintian will produce a long list of complaints.
The upstream author wants it this way.

You're expected to place the source tar-balls in /tmp. The package build
process will warn if they are not there (all of them) and refuse to continue.
