Axis ADP delivers integrated access control and automatic number plate recognition

The global leader in network video Axis Communications1, and systems engineering company and Axis Application Development Partner (ADP), Cybertronix has announced the successful installation of a fully integrated IP-Surveillance system combined with an automatic number plate recognition (ANPR) and access control at the recently completed New Lodge to the West of Windsor.  Grade II* listed New Lodge is a neo gothic mansion set in 55 acres of parkland, that contains elegant business suites with conferencing facilities and the latest technology.

A total of four AXIS 221 Day & Night Network Cameras have been installed to cover the grounds and a further five AXIS 206 Network Cameras monitor the public areas inside the building.  Two access control cameras are also deployed at the rear entrance and the main gate some 200 metres from reception.  The distance from the building’s reception to the main gate also made it necessary to deploy a vehicle access system for registered users of the facilities.  To meet this demand, Cybertronix developed a bespoke ANPR solution. 

This solution is based around an analogue-based camera capable of operating in zero lux conditions that scans the registration plate of an approaching vehicle and cross checks this against a database of authorised vehicles.  If a match is found the barrier is activated and the vehicle is allowed to proceed.

All cameras are linked to one of three servers.  The surveillance images from the AXIS 221 and the AXIS 206 Network Cameras run via the building’s infrastructure to a one terabyte server located in the basement of the building.  These images are viewed by operators using Cybertronix’s CCTV Software Suite version 2.0 where they are stored for 28 days before being overwritten. 

An AXIS 241S Video Server receives images from the analogue camera serving the access control system based at the rear entrance to the building; whilst an AXIS 241Q Video Server serves two further analogue cameras.  The first comes direct from the ANPR system meaning that the intelligence is stored at the back end of the system rather than in the camera.  The second comes from the access control system for the main barrier which is required when the ANPR system is unable to match the vehicle with its database or for pedestrian visitors.  In instances when the ANPR is unable to match approaching vehicles, the driver operates a two-way audio system linked to the reception via the access control unit.  Following positive identification the receptionist can activate the barrier to allow the vehicle to proceed.

New Lodge was a neo gothic mansion built in 1857 for Jean Sylvan van de Weyer, the Belgium ambassador to the Court of St. James’s.  The mansion was sold by the Van de Weyer family in 1916 and has subsequently had many uses, from a private clinic to a training school for the British Transport Commission.  The building underwent refurbishment by commercial property developers, Marchday Group plc, between September 2005 and March 2006.  When fully occupied New Lodge will house around 20 businesses and 120 to 150 people, creating a new business community for Berkshire.

The IT infrastructure was also part of this refurbishment ensuring that all office units have access to CAT 5e and fibre cabling, high-speed digital telephony, 10Mb broadband and Wi-fi hotspots through-out the grounds.  Utilising this connectivity network, Cybertronix were commissioned, with technology partner Trellis, to install and implement a fully integrated security surveillance system that covered both internal and external locations, two access points and a robust vehicle recognition system.

Stuart Box, director of Cybertronix explained how the system was integrated:
“It was clear to us, given the physical distance between the entrance and reception, that we would need to develop an application that utilised intelligent video technology.  The Axis products are an excellent technology fit for us and allowed us to create a highly robust ANPR system that we could integrate with the other access control systems and the IP-Surveillance network to deliver an extremely effective solution.  Since this system was installed we have also been able to install a second ANPR-based system for a customer which demanded scanning of number plates on vehicles moving at up to 30 miles per hour.”

Cybertronix was created back in 1992 by Stuart Box and John Hawker following their completion of a cybernetics and control engineering degree at Reading University.  The firm is an accredited Axis Application Development Partner based in Reading.
