To further complicate matters, images can be compressed and presented in different resolutions. All these variables affect the final image file size. Light is measured in lux for photographic use. If you compare two identical images taken at sunset and in bright sunshine, the latter will carry more information due to greater lighting detail. Image detail can have many characteristics from patterns in a carpet to little tree branches in a park.
As we move to a surveillance application, the intensity of movement in the video will affect the image complexity and thereby the bit rate/second.
